• Identified need of city governments to have a dynamic, user-friendly fiscal model to allow evaluation of annexations, incorporations, and other policy choices. Developed model in Excel using Visual Basic for the City of Kirkland and adapted model for cities of Burien, Tumwater, Black Diamond, and Kenmore. Model has been successfully used by city finance staffs and councils in decision-making processes. • Working with a team of three for the City of Renton, performed an economic and fiscal impact analysis of a proposed multi-purpose arena whose main tenants would be the Seattle Sonics and Storm. Analysis continues to be used in ongoing negotiations between city, state, and team officials. • Managed a team of three to analyze costs associated with reciprocal borrowing agreement between King County Library System and Renton Public Library. Work resulted in a negotiated reimbursement between the two systems. • As part of a team of five, wrote portions of the Washington State Ferry (WSF) System Long-Range Strategic Plan. The plan will help steer WSF operating and capital decisions through 2030. As part of this work, developed new Excel models to predict future wait-times and ridership for WSF routes. • Measured and analyzed user satisfaction for Seattle Public Library (SPL) across multiple services and demographic axes. Report was integral in helping SPL to secure $4 million in additional funding in 2007. |
