L.A. Health Care remains the nation’s largest public health plan with nearly 800,000 enrolled members. Under Howard’s leadership, L.A. Care is known for developing innovative coalitions and partnerships that support public health, the health care safety net, and health coverage for vulnerable populations.
Howard has over 25 years experience in national and international health care. As a VP at Aetna, he was responsible for the company’s global health business, and for Aetna’s nationwide governmental managed care and managed health operations. He was Founding President and CEO of the $1 billion California Wellness Foundation, dedicated to promoting health and preventing disease in underserved communities, and Founding CEO of the Health Plan of San Mateo, a public, non-profit HMO. He is currently the Chairman of the California Association of Health Plans.
